- At this time, settlers were starting to move West and expand. The territory west of the Mississippi belonged to the French, but the settlers were moving in anyway because of the port of New Orleans. To the settlers, it was invaluable because of its convenience, and therefore kept trying to use it even though it was under French control. This pressured Jefferson to try and make a deal for the land,or risk starting a war with France.
